Can Russell provide ESOS Lead Assessor sign-off?
Yes. As an ESOS Lead Assessor, Russell can review the assessment and provide the required Lead Assessor sign-off. The participating organisation must still complete its own director approval and notification duties.
Can you carry out ESOS-compliant energy audits?
Yes. OES can undertake practical energy audits that examine energy data, site operation, plant, controls and realistic energy-saving opportunities within an agreed ESOS scope.
Can you certify us to ISO 50001?
OES can support preparation, implementation, improvement and certification readiness. Formal ISO 50001 certification must be completed by an appropriately accredited certification body.
Can ISO 50001 support our ESOS compliance?
An appropriately certified ISO 50001 energy-management system may contribute to the ESOS compliance route for the energy uses it covers. OES can help review scope, evidence and how the two processes fit together.
Can you support SECR and annual energy reporting?
Yes, where relevant. Support can include energy-data review, emissions calculations, annual summaries, evidence preparation and clear reporting for directors or management teams.
Do we need a building energy audit first?
Not always. If the immediate requirement is compliance scoping, reporting or a specific technical review, that work may begin directly. Where the organisation does not yet understand building performance, a Building Energy Audit may be the best starting point.
Can this support continue after compliance is complete?
Yes. The Energy Management Support service can help organisations implement actions, monitor performance, review proposals and maintain momentum throughout the year.

Experienced technical judgement behind the compliance process
Oxford Energy Services is technically led by Dr Russell Layberry, Director and Technical Lead. Russell combines research-level physics, University of Oxford building-energy research, energy-data and software development, practical building-services knowledge and experience from more than 300 commercial building energy audits.
He is a Certified Energy Manager and ESOS Lead Assessor, and previously worked as a Senior Researcher at the University of Oxford’s Environmental Change Institute and as Co-founder and Technical Director of Pilio Ltd, an Oxford University spin-out.
This breadth allows OES to connect energy and carbon management, compliance, energy data, building systems, technical proposals and practical implementation rather than treating each issue separately.
